Notably, in addition to the network of public hospitals, this plan also orients the development of the non-public health sector to focus on providing high-quality technical services, medical examination and treatment on demand, encouraging public-private cooperation and private investment. Accordingly, expanding the size of hospital beds in private hospitals to reach 10% of the total number of hospital beds in the country by 2025, 15% by 2030 and 25% by 2050.
The spatial distribution orientation of provincial-level general hospitals undertaking regional functions is as follows: Northern Midlands and Mountainous Areas (Son La, Yen Bai, Lao Cai, Phu Tho, Tuyen Quang, Bac Giang); Red River Delta (Hanoi, Hai Phong); North Central and Central Coast (Thanh Hoa, Nghe An, Da Nang, Binh Dinh, Khanh Hoa); Central Highlands region (Dak Lak); Southeast Region (Ho Chi Minh City); Mekong Delta (Tien Giang, Dong Thap, Kien Giang).
In addition, upgrading a number of provincial-level specialized hospitals into regional hospitals in oncology, cardiology, obstetrics/obstetrics and pediatrics, geriatrics, rehabilitation, traditional medicine, and infectious diseases to provide in-depth specialized technical services; forming a number of hematology and blood transfusion centers and organ transplant centers in some localities. For areas where there is no or difficult to develop specialized hospitals, priority is given to the development of specialized centers in provincial-level general hospitals.
It is expected that 20 provincial general hospitals will be upgraded to regional hospitals; adding 7 new general hospitals in the northern midlands and mountainous regions (with large areas, difficulties in accessing central-level hospitals) and the Red River Delta, Southeast (with high population density); 20 provincial-level specialized hospitals have been upgraded to take on the function of regional hospitals.
The orientation for the development of the network of medical facilities is determined in the direction of fairness, efficiency, development and international integration through the development of professional and technical capacity at the level of intensive care, in which some hospitals are developed into high-tech intensive hospitals, modern, on par with developed countries in the region and internationally.
The forecast of the Ministry of Health shows that the demand for hospital beds will continue to increase gradually over the years. In the period 2021-2030, the whole country needs to add 92,500 more beds, of which the number of beds in national hospitals needs to be added by about 8,700 beds.
